Sheffield Wednesday Confronts Serious Challenges, States New Football Authority

'We will play a key role in football's future' - newly appointed regulator the new chairman

The team's current difficulties represent a a "major concern" and the new football authority is aiming to acquire authority to investigate clubs in comparable cases, the newly appointed chairman the regulator has declared.

In a wide-ranging interview, the regulator, who was named to the position this week, showed understanding towards Wednesday's fanbase.

The regulator engaged with four supporters' associations connected to the Championship side in recent days.

The Championship side have been experiencing difficulties in multiple areas in 2025, with the club failing to pay players on time on five separate occasions, including in the autumn.

"Clearly Sheffield Wednesday has been a serious issue for football authorities and a significant problem for football," the regulator explained.

"Wednesday stands as one of the great brands for the English game and in recent days we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will allow us to have Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and acted upon."

Financial Struggles and Proprietorship Status

The club's controversial proprietor the current owner suggested earlier this year he would be open to selling the club at the stadium, but he has been unable to finalize an agreement with prospective buyers.

Delayed salary payments on time in earlier this year caused limitations by the league officials in mid-year, preventing the club from carrying out any player acquisitions for the subsequent signing windows, although those limitations were removed in the end of the transfer window.

Authority's Position

The regulator explained: "The position was created for the fans of Sheffield Wednesday, teams facing challenges where supporters are loyal to a local institution that has been part of their lives in numerous instances.

"I fully appreciate the team's plight, as I do for all the clubs that over recent decades have faced collapse, or been close to going to the wall, for reasons that have nothing to do with the followers."

When asked if the regulator could force an chairman to relinquish a club if they are judged inappropriate, the regulator answered: "Should the inquiry concern 'would we intervene in the final instance?', the reply is once we assemble the facts and understand the situation, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be treated as a "last resort" and the regulator would prefer to cooperate with proprietors.

"The final option we would consider is commence engagement with an specific team, an individual owner, without being in a position to cooperate with that owner to try and resolve the problems affecting the organization and the chairman's encountering," Kogan said.

"In actuality, when you review the record of football, over the last 20 or 30 years there have been some owners, not many, but particular people who have shown negligence in the manner they have operated their teams and eventually refuse to accept accountability for the future."

'Mistakes could erase significant advances'

Kogan met with officials from numerous teams to detail the scope of the regulator on Wednesday and maintained it represented a "progressive gathering" with a "substantial involvement" from the grassroots to elite level.

"The role holds considerable importance, because should mistakes occur, if the football community fails, the remarkable development accomplished necessary will vanish incredibly quickly," the regulator warned.

"And that's what nobody wants in the context of the English game is a major achievement - we need to continue the progress.

"There's an enormous amount of money flowing into the game and has been invested for the past two decades, because there's no guarantee it will keep flowing into the sport, which is among the factors explaining I think we have to take a really clear view on potential dangers and naturally, of the coming seasons."

Elite Division Worries

Elite division representatives objected to the formation of an authority because of concerns about detrimental effects on the top-flight's competitiveness, but Kogan said: "I completely endorse the achievement and development as an financial organization of the elite league.

"Being fully aware of the apprehension regarding damaging the top flight as an elite competition of this country. But concurrently, if you talk to the Premier League after today's meeting, they would have had a substantial amount of confidence -and, indeed, they have been telling us in private they have a considerable comfort."

Ideological Links

The regulator remains subject to a "thorough examination" by the public appointments commissioner after he acknowledged providing funds to the Labour Party in 2020.

The 68-year-old donated money to Culture Secretary the minister's leadership bid, along with that of the now Prime Minister Sir Keir Starmer.

"I have fully disclosed my former ideological connection [with Labour], and that political affiliation came to an end the day the parliamentary committee confirmed my selection," the chairman stated.

"I currently have no participation in any sort of politics."
