Europe experienced widespread relief on Monday, as the tension sparked by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been stabilised. A Washington representative spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of conflicting incidents captured the bleak nature of the outgoing year. By day, negotiation efforts are waged: optimistic declarations are delivered from various governments. Considerable effort is devoted on containing particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the main instrument for achieving "resolution".
Nocturnal Warfare
As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was revealed. Ukraine is able to track projectile deployments from across the border, a capability provided through up-to-date information. From observation points, military aircraft that had been scrambled to counter approaching cruise missiles streaked across the sky – sophisticated military planes provided to Ukraine by NATO members.
Soon thereafter, Kyiv's missile defense engaged: defensive missiles fired to intercept a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by partner states. Every launch jolts you unexpectedly, causing tremors. The moment of terror quickly gives way to resigned acknowledgment: perhaps the approaching threat won't strike its target this time, preventing destruction from ruin and additional electricity failures.
Continuous Dangers
Following this, a large-caliber weapon fired at a aerial vehicle somewhere nearby, part of a mobile-fire group – almost certainly Western-made equipment. Regrettably, the bullets missed the opposing UAV – it maintained course toward its destination.
Periodically, this carried on until dawn. Kyiv greeted the morning news: multiple fatalities, devastation and utility failures in many homes as a result of the night's assault. As typically, everyone still went about their day – experiencing conflict. But those entire period encapsulated Ukraine's vital need on Western support – a need that regional partners are evidently unprepared to replace in the near term.
Ineffective Peace Efforts
The comprehensive proposal from US administration provoked deep reactions, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new proposal from American administration follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This cycle will, certainly, persist.
Political Considerations
It is easy to blame specific actors of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. Washington operates on a assumption familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration believes that it is unfeasible to force Russia to relinquish the land that it currently occupies in Ukraine's occupied territories.
The problem is that while recognising this factual reality, Washington does nothing to deter Moscow, through diplomacy or military means, from assuming that the current condition will not change more in its favour in the near future.
Conflicting Perspectives
Therefore, Moscow is confident that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their incentive to agree to terms that does not give them the largest achievable advantage is close to zero. There may be multiple initiatives to end hostilities, but they will persist as long as Russia's leadership remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing civilians and areas but preventing a total frontline collapse until situations evolve in its advantage.
Current Realities
Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: political desires to mediate resolution and achieve global acclaim, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any plan Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will modify their basic position.
These two forces are guiding negotiations.
Summary and Prospects
It took a just a single week to kill the 28 points of the latest plan. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, recent disclosures, all did their job.
While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are based on Russian demands and demonstrate certain reluctance to alter the situation, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
